Reading through the VC army book, Nagash vol2 and the BRB (don't have the TK rulebook just yet) the only thing I can see that would even say that they can't is at the top of the VC magic items page it says "On these pages are magic items available to Vampire Counts armies." But using an Undead...

This has been bugging me for a little while now and I decided to take this topic here to see your thoughts on it. Seeming as the Undead Legions are combined TK and VC, would characters/unit command (champions, standard bearers) be able to take magic items featured from the other race's army...
