There is no conflict.
There is our AB that states our general MUST be a wizard. so this disregards the leasership rule. the leadership comes in after, selecting the wizard with highest leadership that MUST be the general.
Therefore a WK can always be fielded even if he has a higher leadership than the general.

While I agree with you on the result, you're wrong about the methodology. You don't disregard any rule in the BRB unless it conflicts with the army book. Blutsauger's reasoning is that it's perfectly possible to meet both requirements (and you, yourself, admit that there's no conflict), so RAW, such a list is illegitimate. But like I said, I do think RAI, it's supposed to be wizard with the highest leadership.

If it is illegal for WK to be in with a MN general (or anything other than VL), then it would completely make the whole Krell/Kemmler combo impossible below 2300 points, and even then, you could take almost no upgrades for your VL.

As for the OP, I looked in the BRB and it doesn't even have Heinrich Kemmler or Krell, so no help there.

Which is something I pointed out above, and part of my reasoning for why I don't agree it's intended to be played Blutsauger's way. That doesn't stop Blutsauger from being correct about the RAW though.
