Some questions about banner of swiftness

Example 1 Vampire is mounted on a nightmare in a unit of black knights. The black knight's standard bearer has the banner of swiftness.

Q1: If the vampire charges out of the unit does he benefit from the banner?
Q2: If the vampire moves out normally does he benefit from the banner?
Q3: Vampire bsb has the banner of swiftness and is mounted on a hellsteed. Does his flying movement benefit from the +1? Does the movement cap at 10? Will he get 11+2d6 for his charge range or 10+2d6?

1. Most agree that you get the +1 on the charge. This is included in the FAQ of both swe-comp and etc, but without them it is kind of a grey zone.
2. I'd say no, as soon as he leaves the unit the bonus is lost. It is different with the charge since the movement value is only used to determine what you need to roll, once you reach you reach.
3. No, no characteristic can ever go above 10.
 
Question 2, the vampire would begin movement within the unit and gain the benefit. Same with charging out from the unit.
 
As far as Question 3, your stat could never be above "10" so you could only fly the ten inches or fly march the 20 inches or fly charge the 22 inches. However, if something were preventing you from flying, like the skaven thingy, Banner of Swiftness would still affect your movement profile and allow you to go 1-2 inches extra on foot.

I'm pretty sure the FAQ says charge counts it but moving out doesn't.

This makes sense too though. You don't gain the benefit of a banner just because you entered the unit. Otherwise you could run through a unit with banner of eternal flame and charge out with flaming attacks for the round.

Your movement changes the moment you leave the unit. This doesn't hurt charging because you don't leave the unit until you calculate how far you are going and your movement was 1 higher during calculation.

A: Yes, but for that move only.

Nope that is the one I remember reading. I just remembered it wrong.
