I believe so. An overrun into another unit counts as a charge in the next combat, whether or not that combat happens immediately or next turn. With frenzy you overrun on the charge always, so I would say yes.
Maybe they just wanted an army capable of pretending to be able to maybe come close to competing with Ogres. :P

There is no new "dispel counts as failed." What people are essentially saying is that it needs to be houseruled/FAQ'd/errata'd so that instead of the magic phase being turbo mega ultra f*ck the world spam it's only super spam.
