I'm not too sure about the presence of living units.

Nagash's aim is to end all life, thereby ending any influence that the gods could possibly have on his realm (i.e with no one to worship the Gods, the Gods cannot gather souls, so the Gods 'die').

Any living units would have to be fanatical worshippers of Nagash, if Nagash was to tolerate their presence. I think that he considers anything alive as a possible threat - just look as his past experiances with the living!

Nagashi would be fine, but I think to support this ideal, they would have to be very few in number - elite expensive units, and certain characters perhaps?

No living units might be better, we can always use those living units for a different Alternative List.

An idea I have just had that would be flavourful and add another quirky unit into the mix is a unit of Black Riders of Nagash. They would operate something like a fast cavalry unit with 6" range thrown weapons and flails. They would be mounted upon Skeletal Steeds and look something like Ringwraiths.

Any comments on that one?

I would consider having a daemon type lord for a Nagash avatar seeming you can get undead constructs like the bone giant and abysal horrors, this could give some real combat abilites and magical stats. as youve all said he's a magical giant so whey not a kick ass undead monster stomping/flying around mind controled by the man himself?
on the point of core units how about a small unit of necromancer with command and staff(5model unit or so) with a bound raise dead/invocation spell, you could purchase what unit was made by it like skele's with hw+s/bows, or zombies for example. youd have nagashes follwers all spellcasters but with no lvl so should end up elite with possible horde caperbilities.
also the gromril armoured grave guard types sound great, but with hw+shield/spear+shield/gw options. proper elite units that would even rival chaos warriors!

and something ushabi for the specials choice
