The book says they can't have magic items other than the banner, yet in every list I've seen people give them items. Has the rules changed?

The rules haven't changed.
The rules are that a BSB can take any magic banner, with no points limit. But if they take a magic banner, then they cannot take other magic items. They can still choose Vampiric powers however.
So in the lists that where you are seeing a BSB that has magic items as well? It means that they chose not to take a magic banner, so that they could take magic items instead. It's all in the BSB box on page 91 of the army book.

Or it could be that they're using a Vampire as their BSB, in which case they can take a magic Standard, as well as Vampiric powers.
Other than that yeah you were right, you can't take a magic standard and magic items. maybe they had non magic items/non magic standard.
