Well, I am not going to argue with anyone here. The main rule book states in the magical weapons chapter that all magical weapons ignore mundane weapon rules. It dont have a link, but you can look it up. Whether individuals use this rule or not is irrelevant to me. However, if you dont use that rule then you are inflating the power of magical weapons.
The FAQ from GW on their main site explains all of this. You do not get the +1 to AS with both a magical hand weapon and magical shield. It sucks, but that is the way the game is supposed to be played, for whatever reason. The FAQ also states that lances cannot be used on foot. I dont have my books with me but GW expects all of us to use a little common sense in regards to rules (i.e Lances are not usable on foot and magical weapons are hand weapons unless otherwise stated).

You need to read the full paragraph, it reads "...unless otherwise specified in the description of the weapon".
As such if for example 'hand weapon' is listed under its description then it follows the rules for a hand weapon exactly like magical lances having 'lance' in their decription. A magical weapon which lack the description of 'hand weapon' will NOT be able to claim the hw+shield bonus. The rules are however clear, there are exceptions.
As stated though there are so very few magical weapons defined as hand weapons this rarely come into effect. However, with the daemon FAQ concerning the torment blade it is clear that magic weapons with this description(such as lance, hand weapon) do follow the rules does follow the rules as the mundane version would. Even though daemon weapon arent technically magic weapons.
This should be relevant to you as it is very much the offical way of using the rules.
Sorry man, but this just shows that you have things really backwards in how you think about magic weapons. Magic weapons are only hand weapons if they are stated to be hand weapons- almost all are not, which is why none of them grant the extra armour save.
