It means that on turn 1, the character must be in his unit. The character is still placed during the character portion of the deployment phase, but he is deployed into the designated unit.
The fluff is that the oathstone is basically a physical representation of the dwarf's honor (and his clan, hence declaring a unit, they are family). They toss it down as a line in the sand and muster all their determination to not be pushed from that spot, they are betting their honor on being able to hold that ground. My book is at home, but I'm pretty sure that once it's down, it's down for the game. It's a last stand item, not a mobile home.
