Having not played in a few years and never as or against vampire counts, I'm not sure what my list lacks. Any and all advice and critiquing is welcome and appreciated

You have a pretty solid list here. The only suggestion I can really make is to drop the level upgrade from the necro and grab a dispel scroll. Aside from that, you should be ready to play.

My only concern is a lack of hitting power. Most of the armies I'll be facing are low toughness, no dwarves or chaos. Is there anything you could suggest about facing a bow happy wood elf army or is this list good?
 
At 1000 points I wouldn't worry too much. You have a combat vamp, plenty of poison attacks and hexwraiths. If you face treekin, send the crypt horrors/ghouls at them. You should do decently against wood elves, just keep moving. Glade Guard have no armor and are expensive.
 
I guess all I have left to ask is if it's a reasonable idea to use the wraiths as a smoke screen for a squishy unit like the ghouls? I'm sure it defeats the point of fast cavalry but I'd like them to live
 
Sure, it can work. You may want to just get everything into combat as quickly as possible since that's how VC win and the elves themselves are very fragile.

Be wary, however, there is a wood elf item called Hail of Doom Arrow that is one use only but fires 3D6 Str 4 magical shots so those hexwraiths may be taken out quickly by it.

Far less popular (and I can't stress enough about the rarity of this upgrade) is a character with Resplendence of Luminescents. The hero and any unit they join gain magical attacks (this includes arrows). RoL is quite rare and you'll probably only see it used by one player a year or so but it's a nasty surprise against VC, ethereal high elf wizards and lizardmen slann.
 
I saw him play once. He has 4 treekin, 9-10 dryads, an astounding amount of glade guard and a level 3 spellweaver with the dagger of the wytch or something like that. He used the weaver for mostly magic support like throne of vines and such. A lot of the folks I'll be up against aren't using magic as an offense or big combat characters with magic weapons.
 
i would say, either you can take the ghouls and make them to skeketons to around 40 or else you take the skeletons have make them to ghouls.
The ghouls have lots of attacks and poison, but the skeletons can get a flame banner at that should hurt on the tree thingy.

Woodelfs have alots of skirmish, so they can manour you, and shoot at the same time. So beware of that.

i would give the necromancer or vampire ring of ruby, for the treemen and skirmish units.
 
No Hail of Doom Arrow? You're in luck.
A level 3 can't take the Wand of Wych Elm as it would be over the 250 pt max for lord choices in 1000 point games.
 
I'll let him know and hope he doesn't pay attention to the doom arrow. From what I understand a lot of the armies I'll face are beginners, so they may be inclined to miss things
