Is the Reliquary d6 hits affect enemy units that are in close combat?

I'm saying no since is per shooting attack but another VC player is saying since it's written "distributed as per shooting" , enemy that are in close combat are affected by The Reliquary.

What do you guys think?

I expect opposing opinions on this but..

My view is since its not a shooting attack, it will also affect units in close combat. Once the unit is hit, it will be distributed as per shooting
 
All enemy units within the range, even those in CC.

Works great on lone wizards as well hiding behind units... now, whether or not they get a 4+ look out sir roll if they are within 3" of another unit is what I'd like to know. Hmmm
 
I'd consider the reliquary more of a direct damage spell when trying to determine if you get the look out sir rule or not. Obviously you don't get magic resistance but I don't think you'd get a look out sir roll either.

It's obvious its not a shooting attack as it does not happen in the shooting phase. It is a ranged attack however and therefore flag of bloodkeep and other abilities that activate with ranged attacks would kick in. But since it's not a shooting attack it can hit enemies in close combat. Besides it says it effects ALL enemies within range. Seems pretty darn specific to me.

Its neither a Shooting Attack or Magical Attack. If it were either of those it would be in there respective phases. It happens at the beginning of the turn before movement. I suppose its considered a Ranged attack but it should be called a Unique attack.
