What are you painting lips on? I tend to use different methods for different figures, depending on what I want them to look like...
Judging by the Wraith on your Corpse Cart on your webpage (gallery page not working btw) it looks as if you are not considering the size and shape of the mouth. He seems to have a big blue ring equal size and shape all around his mouth. Like a 6yr old girl would apply lipstick.
