Don't forget the other pretty solid rumors going around - in particular the removal of auto-break from fear and the switch to more objective-based scenarios, with standard-bearing core infantry units being the only units that can claim objectives.
Note that my comments are assuming all of these changes are accurate. Any or all of them could still turn out to be untrue.
Don't forget that with standards needed to claim objectives, ghouls will no longer be a viable mainstay unit, which means that between ditching most of their heroes and switching from ghouls to skellies, many
VC players are going to find pretty much their entire armies scrapped by the new rules. Ouch!
Also, remember that Vamp core infantry, skeletons especially, tends to rely on hero support and fear autobreak to be effective. Restrictions oh heroes and loss of autobreak is going to hit vamps hard, and will hurt hardest in the units that become most essential in the new edition.
And players with Dragons will find their centerpieces becoming all but useless, though that hits everyone across the board. And while we have some somewhat affordable heroes, choosing them instead of vampires is going to have some painful effects on your army's maneuverability.
All in all, I do think vamps are going to take a big hit, especially power players (blood knight death stars and invocation spamming ghoul lists in particular are set to be gutted) and fluff players whose themes favor ghouls. I wouldn't want to be the one to explain to a strigoi player how he has to start fielding skeletons instead of ghouls if he wants to have even the possibility of winning most scenarios.
Unrestricted core wizards, where most armies can only get magic from their heavily limited hero allowance. Extremely points efficient hero options in the heralds, to get some serious impact out of what hero points are allowed. Units that are underpriced for what they do pretty much across the board. Daemons will take a hit, no doubt, but I really don't think it will be that hard of one. Maybe they'll be brought down to the level of dark elves, but maybe not.
Slann and Engines will be things of the past, but at least they've still got the powerful and points efficient saurus options. I don't think lizzies overall will be hurt too bad, but it will be a big adjustment for anyone who used to use a Slann as the center of their strategy, or the centerpiece of their army.
Wood Elves: You didn't mention them, but they're going to take a heavy blow from the switch to objective grabbing, and the problem that only standard bearing core troops can claim them. The Drycha army is just dead, and the need to take a rather inefficient lord choice to have anything other then archers with which to grab objectives is going to hurt.
Tomb Kings: They get hit just as bad as Vamp Counts, only they weren't very good to begin with. Good thing their book is on the short list, because they'll basically be a non-entity until it's released, along the level of ogre kingdoms.
