Greetings to thee, black night brethren! I wish for explanations and formluae on a List or two, I play at home against Vampires, or myraid races of elves (only have played one game, but have a firm grasp or 4th edition Warhammer 40,000) The list must be effective and immersive, able to conquer my enemies with apt generalship.

Ideally a 700pt list, and then whatever the highest point list I can make that is still strategic

Models I own:
20x Mantic Skeltons
10x GW Skeltons
20x Crypt ghouls
10x Dire Wolves
1x Vargulf
1x Corpsecart
1x Wight King
1x Vlad Von Karstien

(Suggestions on invaluable assets to add, ie Bloodknights or Zombie dragons are welcome)

Tried some tinkering with lists, must say, it is quite challenging to build lists at this point level.

So, starting with characters. At this level I'd say only 1 is the way to go. Fortunately, we in the VC can get a lot out of a single character. Since Barroe King is Not a Leader, you'd pretty much have to go with Vlad as a Courtier. I'd equip him with Mithril Mail and Talisman of Greater Shielding for a pretty solid defence. A Halberd should giving him a nice damage output (and I'd say Vlad's sword is big enough to represent that). For Bloodline and Powers I am unsure, but Von Karnstein is both fitting and a decent choice. You could go for Independent and take some juicy power on him instead, cause non of the Von Karstein powers seem very worth at this army size. A level 2 upgrade and Path of Necromancy is also probably a good idea.

For core you could go with a solid block of Skeletons OR Ghouls AND one or two units of Direwolves. Or you could go with two slightly smaller blocks of Ghouls AND Skeletons.

For special I'd go for a Varkolak. The Cadaver Wagon is good but won't do much at this scale. Give the Varkolak Vampiric (3+) and he'll sustain himself pretty well.

Thrown together the list could look like this:

Vampire Courtier, general, Level 2 (Necromancy) @200
Halberd; Mithril Mail; Talisman of Greater Shielding
Von Karnstein

17 Ghouls @165
FC

28 Skeletons @149
FC; War Standard

Varkolak @185
Vampiric (3+)

For future investments I'd consider a Necromancer or two. I also think you'd need a nice elite units, so some Vampire Knights would be good. Could go with Barrow Knights or Barrow Guard too, but that's a matter of opinion.

Excellent! Very solid information, many thanks to you @Mad 'At
The elite knights sound like the next investment for me, I will probably get Blood Knights and Hex Wraiths

Also the two small units of Dire wolves is a good idea, I will for sure be writing down the list.

I have a battle and mini painting competition planned soon and will be taking pics! I had logged my first battle but could not find a decent image resizer so this time around I will set the resolution with my camera
