Indeed you can - Just consider the Nighshroud to have something to the effect of 'Cape' where you'd normally find the light/heavy armour/shield classification would be.

Is it legal to use both Nightshroud and the Dragonhelm?

It is illegal, as you can't take more than a single item from the same category, Magic Armor in this case. Just the same as you can't take two Magic Weapons, Talismans etc.

No, that is two sets of magic armor, you can only ever have one set and one magic shield.

True, not two sets of magical armor, but also you can't take more than one selection of any item from a single category on a character. Therefore you couldn't have a Magical suit of armor (say, Armor of Destiny) and shield (Enchanted Shield). You can only take one or the other in that example. You can add any mundane armor of course.
