Think about it. You are playing empire and he gets off the glittering robe spell on his greatswords. these things are tough when they have a 2+ armor save. He dares you to charge him. Instead you just throw this spell at him and watch his unit get cut in half. Great stuff.
I never take ghouls without bringing the staff of damnation along. Period. Another good combo with them is the razor standard. But other than that bit of my personal playing style your list seems like it'd be pretty good. the only other thing I might change is getting beguile on you lord instead...

After looking at it again I'd have to change my assumption. You would not get a flaming scream since in the faq you don't get any benefits from special rules to stomp attacks. Taking this into account I think we can all agree that it wouldn't work.

Unfortunately the staff of damnation does not trigger rigour mortis on the corpse cart as it's not a spell from the lore of vampires. I definitely wish it did though.

I generally only take the staff of damnation if I'm using ghouls, crypt horrors, or blood knights. These units benefit tremendously from the extra attack. I might also try it if I had a combat vampire or vampire lord. Extra attacks for them are always welcome.
