Actually yes they did have bowmen and black knights in lance formation it was an opponent permission alternate list for Blood Dragons at the back of the 6th edition Vampire Counts book but you had to decide your knights were from Bretonnia for them to have the lance formation.

If you discard the fact night runners and skavenslaves can take slings then yeah skaven have no shooting units as core of course it's not exactly amazing shooting for a core unit being shorter range then anything but a shortbow armed model but it can work in a pinch I suppose.
