It could be read as plural meaning the rule checks for all instances of the special rule. But I think your right that it stacks. Read straight forward it does.
Morghasts are expensive enough that it's not broken if it did.
The main rulebook faq includes errata such that only the effects of different rules can stack. The effect of multiple instances of the same rule does not stack unless it explicitly says so.
TL;DR: It does not stack with itself per the FAQ on special rules that require a special rule to explicitly say it stacks with itself. Since the -1 crumble rule from Morghasts does not say such, it does not stack with itself. It however stacks with every other crumble reducer, such as the BSB, Nagash, Undead Construct Rule, etc.
