I know that is a Harry Potter reference and I only watched the first 4 movies and never read the books. I've been meaning to catch up on them I just haven't had a chance yet. What are those things?

When I say 'limiting', I mean a noticeable and significant effect. I know that animating every troops takes a fraction of a sliver of necromantic energy.
I'd like to know because the fluff does not make this clear; GW lore depicts some full-powered vampires struggling to maintain a modest army without a difficult strain, and several novices controlling massive forces.
Furthermore, can undead be fully put out of action (e.g. if a soldier destroys a zombie enough, can it be so smashed up that it will never rise again)? If the answer is yes, how much does it take to put the undead out of action?
Much fluff describes vampires falling to the 'true death' when their bodies aren't completely destroyed? Don't they retain the power to return as long as there's a piece of them left?
How many troops could one raise from one place (e.g. mountain, town, valley)? Considering the high mortality rate in warhammer, I thought it might be countless, but sources suggest that some vampires had trouble accessing sufficient corpses to fight the Empire and other enemies.

Of course, put like that it sounds silly, but with thousands of pages of build up and homebrew lore to create a realistic situation, there's nothing wrong with it.
