okay first of all I feel the council should be a bunch of Vampires banding together to defend themselves from the Carstins they've eaten the Boarder Princes and half the Empire and are currently at War with whats left of the Empire, that makes it harder for all Vampires, so as I see it all the other Vampires would be gathering to either fight the Carstins or form a scary enough group to force the Carstins to renegotiate the status que that would be the first arc, then the Chaos invasion starts
