I'm having trouble narratively describing the city from your characters perspective
like the time period is right after TVC1 right after the Triumvirate annexed Stirland, a Mortal Trumvirate army has attacked Heimhof they fought one battle Heimhof held and the the Trumvirate army got driven off that night by unknown forces the rumour is that the Slyvainian dead found in their camp had their throats torn and blood drained, the Baron had these rumors curb-stomped so a panic wouldn't start a few days later a horde of Ghouls erupted out of the graveyard, overwhelmed the company of Guards who where supposed to keep this from happening, and rampaged through the poor parts of the city before the guards managed to force them back the sewers are filled with the fucks so all entrances have been sealed and barricaded, they have had to crushing victories over the Undead so the cities overall mood is celebratory
Heimhof is divided into five quarters there's the gold quarter where the Baron, most of the nobles, and the highest ranking priests live also because Heimhof is in the middle of Stirland (most of the Empire consider Stirlanders a bunch of hicks) Heimhof's nobility try really hard to make Heimhof seem a center of Imperial culture so the gold quarter has a shit ton of towers and fancy buildings made of polished granite to like marble they would try to get actual marble the best guards in the city are here
next is the Silver quarter where the poorest nobles, most of the cities ministers, the clergy and most of Heimhofs well off citizens live here so the buildings are in good shape, some towers like the gold quarter, there's a bunch of universities here, the witch hunter barracks, the cathedral of Sigmar also some smaller temples to the rest of the Empire pantheon are here the guards are not as well armed as the Gold quarter but are competent
the Bronze quarter is where everybody else lives the buildings here are all three or four stories tall and crowded together most are kind of rickety and worn down some sections have been deserted entirely due to claims that their haunted, the main areas of Quarter are kept in alright shape the Halfling district is here as well as a Grey Wizard hideout is somewhere in here
The Iron quarter is where the cities warehouses are, also where the cities blacksmiths are located as well as the Dwarven district and the Heimhof college of engineering is there, it's considered a good school across the Empire
The Docking quarter is connected to the Stir as runs into the Riek connecting it to Altdorf and Nuln so Heimhof has a massive port, but at the moment it is holding most of the Stir River patrols fleet not many boats are coming from the east but many are coming in from the west as the Empire moves troops to reinforce Heimhof.
There's a region up river from the city called The Weeping cliffs basically there's a lot of sharp rocks in the river there and lots of boats have crashed there, lots of people go to the Cliffs to commit suicide and the area is definitely haunted the Guards who are stationed in the lighthouse there lock the place down at night and do not leave after dark.
Heimhof has one of the largest Graveyards in the entire Empire it takes a day and a half to ride through it this is due to an incident about two hundred years before the War of the Vampire Counts, when several false omens happened implying the region was blessed by Morr people across the Empire began to move their dead to Heimho before the cult could halt the rumors.
There are three towns within the Heimhof region Serlbach, Kratzberg and Reisach
Serlbach is the southern most of the three towns and sits on the edge of the Natten Forest it serves as the regions primary source of lumber, currently roumers have come from the town of a Beast rampaging through the Wood, a Unite of Greatswords were dispatched to deal with it, their corpses were only recognized by their plate.
Kratzberg had the misfortune of being the east most town, terrified by the stories of the Trumvirate's treatment of those who resisted the town threw their gates wide and surrendered to the Slyvanians Von Carstine troops marched into the town and summerly executed every man woman and child within, their corpes were risen and used to turn the town into a massive Von Carstine fortress.
Reisach is the weastren most town and sits on the Riek many people have rieklander and wissenlander so far it has been left out of the war however troops from Wissenland have been moving through the town on their way to heimhof
