To be blunt I think it's because they went public and try and make as much money as possible and the newer white dwarfs aren't too bad. Of course they don't compare to the old white dwarfs those were so much better because that's when it was more like a hobby magazine then what it turned...

Actually yes they did have bowmen and black knights in lance formation it was an opponent permission alternate list for Blood Dragons at the back of the 6th edition Vampire Counts book but you had to decide your knights were from Bretonnia for them to have the lance formation.

Bretonnians and Wood Elves won't be going the way of Chaos Dwarfs since they actually have books and even have sections in the 8th edition rulebook where as Chaos Dwarfs never even had an actual book they had a White Dwarf list type of deal. There is also a lot more people that play both...

If you discard the fact night runners and skavenslaves can take slings then yeah skaven have no shooting units as core of course it's not exactly amazing shooting for a core unit being shorter range then anything but a shortbow armed model but it can work in a pinch I suppose.
