I have to disagree, you seem to be advising against something other than what he said. He just said that it was based in Middenheim. What you said was

I advise against it. It's quite fine if you ( for example ) claim that said spy network has some representatives in each major city (1-2 spys) but that it's fully based on Middenheim is a bit..."hmm!"
He never said it was fully based... also, what does '"hmm!"' mean? Just for clarification.

Lahmians focus on major city's quite heavily and focusing a second network in a big city seems like a foolish move. Unless that was the intent.
I could be misunderstanding you here, but his network is almost certainly in opposition to any lahmian spies functioning in the city. I fail to see the problem here, what if part of his spies' function is to counteract to movements of the Lahmians in the city?

EDIT: Of course, it goes without saying that how the spy network functions is up to him, we are just here to make suggestions and discuss them.

Le sigh.

In my opinion such is giving a character too much power or well too influential organization. But ah well whatever x)
The only group that is really able to have a spy network within a city that rivals that of the lahmians are the skaven. Rest would deffo be found out if they are there in larger numbers.

I don't think we are obliged to stick so strongly to the real Warhammer world, this isn't canon after. Just because the character wouldn't exist in official lore doesn't mean it can't here.

Oh, and this spy network wouldn't necessarily overpower him in the actual roleplay - after all, you can't bring them on a diplomatic mission.

Yes, the network is just to counteract the Lahmian one, and is more backstory because at the moment I cannot really imagine an IC situation where it would apply.

Edit: I put in that its headquarters are in Middenheim, and the purpose.

I'm guessing that the spy network can perform other functions as well, such as gaining intelligence on vampire's in general? Maybe procuring income for Niklaus via regular spy business. Just wondering.

I decided to reduce some of Niklaus' stats to show his preference of magic over swordplay, and the fact that he has received no combat training (unless he was taught in some battle muster or something or other).

Well, DoN's been online for several days recently, but only for short periods of time...he's got Christmas and work to deal with, though he has managed to make more and more posts over the last few weeks, and he recently said that his new work was getting less and less hectic and time-consuming, so that means the TVC II could start again soon.

It's just that chapter 5 needs a high level of GM involvement for the Graveclaw/Rowhaine scene and what Igor sees/does at the chaos camp, and chapter 4 hasn't been posted in yet. In terms of OOC, there is the mini GMs thread to consider as well, and the bios for characters that have not been approved yet. This is probably why it will take a bit of time before DoN can properly restart the TVC II, though when it gets going there's the possibility that DoN will be able to make sure it chugs along smoothly by adding mini-GMs/regulating updates/any other techniques he might have for dealing with the TVC II.

Basically, DoN could be a while (possibly only after Christmas) in fully restarting the TVC II, but because RL is apparently going more smoothly for him now, once it starts, it probably won't stutter as much as it's done in the past.

Waiting makes little difference to me; we can all hang around for a bit longer, because we've lasted for a while already. There are a few members who have disappeared while the TVC II was dead, though, which could complicate things a bit.

I'm sure we'll be able to track them down.

... and let them know the TVC II is restarting. We know a lot of people went inactive before the Christmas Holidays, so who's to say they will magically appear afterwards, eh? Anyway, it's not like the reminder would be exactly unwanted;)
